This Act provides for the control and administration of certain works of water supply by the Administrator of the Fish River Water Supply. The Administrator may supply water from the works to any person who enters into a contract with him under such terms and conditions as he may think fit. Any council may also enter into a contract with the Administrator for the supply of water. A council which is taking a supply of water from the Administrator shall not, except with the consent of the Administ
