Abstract This Law establishes the legal basis for setting up and functioning of special economic zone in the Kaliningrad Region, taking into account its specific geographical position and importance for the national interests of the Russian Federation. The development of special economic zone is carried out on the basis of the Federal State Program. Licensing of private business undertakings in special economic zone is not necessary except for cases envisaged by the Russian legislation. The right to land tenure on the territory of special economic zone can be conceded to foreign physical and juridical persons, international organizations (associations) with the participation of the Russian and foreign physical and juridical persons exclusively in accordance with lease contract (without the right to purchase).
