Abstract Article 4 (1) stablishes that state support of agricultural producers and other persons carrying out activities in the field of grain complex ("commodity producers"), shall be performed in accordance with the legislation on agricultural development. Article 5 establishes that in order to meet the needs of the Russian Federation in grain, federal and regional grain funds shall be formed. Article 16 (1) establishes that state monitoring of grain is the system of analysis and evaluation of the volume and consumer properties of the grain, produced on the territory of the Russian Federation, the list of which for the purposes of this article shall be approved by the federal executive body, which performs the functions of the development of state policy and normative-legal regulation in the agro-industrial complex. Article 17 (1) establishes that Federal State Information System for Traceability of Grain and Grain Products is being created in order to ensure the accounting of the volume of a batch of grain and the volume of a batch of grain products in the process of circulation thereof, as well as for the purposes of analysis, processing of the submitted data and information and control over their reliability. Article 18 (1) establishes that commodity producer in the process of in the formation of each batch of grain and a batch of processed grain products for the purpose of their transportation and (or) sale, acceptance or shipment autonomously shall draw up free of charge accompanying document for each batch of grain or grain products the consumer properties of a batch of grain or a batch of processed grain products containing data on consumer properties thereof and the quantity thereof, defined in mass units. Article 20 (1) establishes that import to the territory of the Russian Federation of grain without accompanying document for a batch of grain shall be prohibited.
