Abstract This Federal Law establishes that forests shall be subject to protection from harmful organisms (viable plants of all kinds, varieties or biological types, animals or pathogens of any species, biological types that can damage forests and forest resources). Protection of forests shall be performed through identification of harmful organisms in forests and preventing spreading thereof and, in case of the outbreak of hotbeds of harmful organisms, pests or pathogens – elimination thereof. Sanitary measures in forests shall include: (a) forest protection zoning; (b) state forest pathological monitoring; (c) forest pathological surveys; and (d) prevention of the spread of pests.
