Abstract This Federal Law stipulates that the State Atomic Energy Corporation Rosatom shall be set up for the purpose of carrying out state policy regarding the use of nuclear energy, ensuring nuclear and radiation safety, and promoting nuclear research and international cooperation in the field. Rosatom shall be the authorized state institution in the area of nuclear energy and shall have the following plenary powers: (a) elaboration of state policy in the sphere of nuclear energy; (b) protection of citizens’ rights in the process of nuclear energy management; (c) safety and environmental protection in the management of nuclear energy; (d) transportation of radioactive substances; (e) registration of nuclear materials; and (f) licensing. The Government shall validate the long-term programme of Rosatom’s activities.
