Abstract Article 25. 1 of the Law No. 2395-I on subsoil shall acquire a new wording: “Article 25.1. Allotment and expropriation of the plots of land in relation to exploration and other uses of subsoil. Plots of land required for exploration and other uses of subsoil shall be allotted in accordance with land legislation. The aforesaid plots of land can be expropriated for state or municipal needs in accordance with the legislation of the Russian Federation.” Item 4 of the Decree No. 3314-1 of the Supreme Soviet regarding validation and modalities of enactment of the Regulation on the modalities of licensing of the use of subsoil shall acquire a new wording: “4. Plots of land. Plots of land required for exploration and other uses of subsoil shall be allotted in accordance with land legislation”. Article 21 of the Federal Law No. 4-FZ on land reclamation shall acquire a new wording: “Article 21. State monitoring of reclaimed land. State monitoring of reclaimed land shall be integral part of state land monitoring and shall represent the system of observations over the state of reclaimed land. In accordance with such observations changes in the state of reclaimed land shall be identified and assessed. Objects of state monitoring of reclaimed land shall be all reclaimed land of the Russian Federation”. Article 21 of the Federal Law No. 66-FZ on farming, gardening, housing non-profit-making associations shall acquire a new wording: “Article 21. Transactions of the plots of land destined for farming, gardening and summer cottage construction shall be regulated by civil legislation if not otherwise envisaged by land legislation”.
