The Authority shall be a body corporate and shall be responsible, among other things, for: (a) the preparation of a master plan for the Capital city and other matters regarding land use with respect to town and country planning within the rest of the Capital Territory; (b) the provision of municipal services; and (c) establishment of infrastructural services in accordance with the master plan.
