Export quarantine stations shall be approved by the Minister and use of such stations must be authorized by the Minister. An authorization shall be subject to such conditions and rules as the Minister may think fit to impose. Movement into a quarantine station requires a permit of the Minister, whereas movement out of a quarantine station requires a permit of the Veterinary Officer or the supervising veterinary surgeon.
