They apply to ships arriving in and/or departing from ports in Ireland. They designate the Marine Survey Office as the competent authority in Ireland for the purposes of these Regulations and the Directive. They furthermore specify reporting formalities in case of arrival and in case of departure of a ship to which the Regulations apply.
