They place restrictions, with exceptions, on the sale or placing on the market of a product identified in Schedule 1 where the volatile organic compound content for the said product exceeds the relevant limit value specified in Schedule 2. They also insert a new Schedule on a certificate of authorisation, which shall allow a person or body to legitimately supply or sell those products specified by the certificate.
