The regulations provide for the establishment of an extended producer responsibility scheme for balloons (except balloons for industrial for industrial or other professional uses and applications that are not distributed to consumers) and impose obligations on producers, or their nominated authorised representative, who place balloons on the Irish market. An approved body shall set any producer and registration fees to meet only its costs of operation and not for profit; Part II provide for its functions and lays down approval process.
