Regulation 7 of the Principal Regulations is amended with respect to components of regenerated cellulose and trade in and use in the manufacture of plastic materials and articles of monomers and other starting substances. From 1 January 2003 a person shall not engage in the manufacture or importation into the Community of plastic materials and articles unless they comply with the provisions of this Regulation.
