In doing so, provide for derogations in relation to the marketing of preservation mixtures from the requirements of the Council Directive 66/401/EEC on the marketing of fodder plant seed and give effect to Commission Directive 2010/60/EU. Preservation mixtures of fodder plant seed are intended for recreation of the flora of natural and semi-natural habitats.
