The Regulations provide for the registration of circuses that move from one Member State to another. The Minister may grant or revoke a registration of a circus on the basis of human or animal health considerations. Circus animals that are moved from one Member State to another shall have a passport issued in accordance with the commission Regulation. The Regulations further make provision for the appointment of authorized officers for purposes of these Regulations, define powers of these officers and provide with respect to prosecution of offences.
