They do not apply to veterinary checks on movements to or from a member state of pets accompanied by and under the responsibility of an individual, where the movements are not the subject of a commercial transaction. No person shall export, or consign for export, to a member state any animal or animal product unless: that animal or animal product, if subject to harmonized health rules, satisfies the requirements of any relevant EU instrument; the animal or animal product, if not subject to harmonized health rules, satisfies the animal health requirements of the member state of destination. The animal or animal product must – (a) come from an approved holding, centre or organization; (b) be identified in accordance with the requirements of Community rules; and (c) be registered in such a way that the original or transit holding, centre or organization can be traced. Import requirements concerns, among other things, notification of import, inspections, and quarantine. A dealer shall keep a record of deliveries and, where a consignment is divided up by the dealer, of the subsequent destination, of animals or animal products to which these Regulations apply.
