Abstract This Proclamation provides for the establishment and functioning of a Center that shall create conditions for the development and promotion of rural energy resources and technology. “Energy” here means power generated from biomass, water, geothermal, sunlight, wind and non-renewable resources such as petroleum and minerals and various materials used in rural communities. The Center shall identify resources of energy suitable for rural areas, conduct studies for their development, adopt foreign technologies and develop indigenous energy technologies, provide consulting services, and carry out other functions outlined in article 5.
