It also establishes the National Environment Fund and the Pesticides Technical Committee. The Agency shall advise the Minister on the formulation of environmental policies; coordinate activities of technical bodies; secure the control and prevention of waste discharge and protection of the environment generally; issue permits and pollution abatement notices; prescribe standards and guidelines relating to air, water, land and other pollution, regulate the import, export, manufacture, distribution, sale and use of pesticides; etc. The Agency shall be governed by a Board composed of ministerial and technical representatives, including at least one woman. The Agency's enforcement and control powers include the power to require environmental impact assessments of any person responsible for an undertaking which has or is likely to have adverse effects on the environment, issuing of enforcement notices and the appointment of environmental inspectors. A National Environment Fund is established to support environmental education, research and human resource development.
