Abstract

These Regulations prohibit the beginning of any of the undertakings specified in Schedule 1 to these Regulations or any undertaking to which a matter in the Schedule relates, unless prior to the commencement, the undertaking has been registered by the Environmental Protection Agency and an environmental permit has been issued by the Agency in respect of the undertaking. The Agency may also require registration of other undertakings which in the opinion of the Agency has or is likely to have adverse effect on the environment or public health. The granting of a permit for undertakings mentioned in Schedule 2 to these Regulations requires a environmental impact assessment, made in accordance with these Regulations and to be submitted to the Agency. These Regulations set out procedures and criteria for the drafting, submittal, review and approval of environmental impact assessments and the application and granting of permits. They also require the submittal of an annual environment report by holders of a permit and a periodical environmental management plan by person a responsible for an undertaking in respect of which a preliminary environmental report or an environmental impact statement has been approved. Other requirements for starting operations are an environmental certificate or, in certain cases, a preliminary environmental report.
