Abstract These Regulations amend, for purposes of implementing the requirements of Article 4 of the Waste Framework Directive 75/442/EEC, section 57 of the Environmental Protection Act 1990. Section 57 of the 1990 Act confers a power on the Secretary of State to direct the holder of any waste management licence to accept and keep, or accept and treat or dispose of, controlled waste at specified places on specified terms. These Regulations extend the powers of direction under section 57(1) to permits under the Pollution Prevention and Control Regulations and replace the references to "controlled waste" by references to "waste".
