To the regulations provide for the procedures for the application for the permit and the guidelines and procedures for the EIA as well. EIAs are provided to be mandatory for certain categories of activities. The regulations further provide that project activities and premises shall be accessible to environmental monitoring and inspection with the view of assessing and determining their immediate long-term effects on the environment. A person who holds an environmental permit is also obliged to take reasonable measures to mitigate undesirable effects not contemplated in the EIA and shall report those measures to the appropriate authority. Urban and rural administrative authorities are obliged to establish waste management systems and safe dumping sites and may collect service charges. The regulations prohibit activities which discharge unacceptable levels of effluents and emissions into the environment and the importation or use of machineries which do not meet emission standards. Furthermore, the regulations provide that the authorities shall develop standards to manage and handle hazarduous waste.
