Abstract

These Regulations, divided into thirteen Parts, and made under section 147 of the Environmental Management and Coordination Act, no. 8 of 1999, provide for the prevention, control and abatement of air pollution to ensure clean and healthy ambient air. The Regulations apply to: all internal combustion engines; all premises, places, processes, operations, or works to which the provisions of the Act apply, except: traditional and cultural burning of savanna grasslands, burning for purposes of public health protection, back-burning to control or suppress wildfires, emissions of air pollutants from selected stationary and mobile sources. Matters covered by these Regulations include: general prohibitions concerning air pollution; ambient air quality standards; permissible levels; emission standards; classification of priority air pollutants; controlled and protected areas; emissions from mobile sources, such as internal combustion engines, motor vehicles; exposure levels; exposure to hazardous substances; emission of particulate matters from construction materials and demolitions; emissions from waste incinerators; emissions of nitrogen oxides; cross-border air pollution; issuance and procedures for emission licences; methods of measurement and analysis of air pollutants; monitoring of ambient air quality; assessment of air quality and of stationery sources; submission of emission assessment and atmospheric impact report; guidelines for monitoring air pollutants; air pollution control technologies for mitigation of greenhouse gases; environmental charges for pollution; offences and penalties.
