Regulation 2 contains definitions of expressions in these Regulations, including the definition of environmental information, which is the same as in Council Directive 2003/4/EC. They apply to Scottish public authorities and make provision in relation to the environmental information held by public authorities. They impose a duty on Scottish public authorities holding environmental information to make it available when requested to do so by an applicant. The Scottish public authorities shall also provide advice and assistance to applicants and prospective applicants.
