The Director of the Department of Environmental Protection and Conservation may, if he or she considers necessary, require a project proponent to submit an Environmental Monitoring and Management Plan (newly inserted subclause 3(3)). The Director may in writing authorise: (a) a Government officer; or (b) a consultant registered under these Regulations, to carry out a PEA on his or her behalf.
