Mandatory activities include the construction, operation or reclamation of a pulp, paper, newsprint or recycled fibre mill with a capacity of more than 100 tonnes per day; a water reservoir with a capacity greater than 30 million cubic metres or a pesticide manufacturing plant. Exempted activities include the widening or realignment of an existing highway; the drilling or reclamation of a water well or the drilling or reclamation of a water observation well or monitoring borehole.
