Abstract These Enforcement Rules, consisting of 37 Articles, are enacted in accordance with Article 70 of the Fisheries Act. Article 6 provides for application and approval for building/modification of fishing vessels. Article 7 sets out the jurisdiction of competent authorities at various levels in terms of certification and approval pertaining to fishery affairs. Articles 8, 9 deal with applications for operating fishery based on fishing right. In order to import a fishing vessel, the approval of the competent authority of central government shall be obtained (art.10). A fishery advisory committee may be established to provide such advices as: (1) integrated planning for the adjustment of fishery structure and the management mechanism; (2) comprehensive utilization of fishing ground; (3) integrated planning for fishing right fishery(art.13).
