They create offences for breaches of the Community Regulation by manufacturers of fertilisers. The Regulations describe the types of fertiliser that may be designated as an “EC fertiliser” and make provision in respect of compliance with the provisions on tolerances set out in the Community Regulation. They also concern the implementation of identification, marking, labelling and packaging of fertilisers designated as EC fertilisers (with specific requirements for inorganic primary nutrient fertilisers, inorganic secondary nutrient fertilisers and inorganic micro-nutrient fertilisers) and provide with respect to powers of inspection and enforcement.
