Abstract Section 2 prohibits dumping, as defined in section 1, of any substance of material in general in the territorial sea of Ireland and dumping by Irish vessels, marine structures or aircraft outside of the territory of Ireland. The Minister of Transport, after consultation with other ministers, may grant a permit for specified dumping. In deciding whether to grant or to refuse a permit the Minister shall take into consideration the provisions of Annex III of the 1972 London Convention on the Prevention of Marine Pollution by Dumping of Wastes and other Matters and, in the case that the permit relates to an area to which the 1972 Oslo Convention for the Prevention of Marine Pollution from Ships and Aircraft applies provisions of Annex III of that Convention (sect. 3, comma [1]). The Minister shall cause to be established a register of permits which shall be open for inspection by the public (sect. 3, comma [9]). Section 4 provides for powers of officers authorized by the Minister in relation with inspection and monitoring. The remaining provisions of this Act deal with fees and offences.
