The Act establishes the National Disaster Risk Management Council and the National Emergency Operations Centre and defines their functions and powers. The Act also: defines the powers of the President to declare an event of disaster and the functions, duties and powers of the Director of Police in relation to disaster risk management; and provides for the establishment of other public bodies involved in disaster risk management.
