Abstract This Act consisting of 14 articles aims at establishing and providing for the maintenance and operation of a system for the anticipation, coordination and control of disastrous situations and the organization of relief from disaster. Article 3 establishes the Tanzania Disaster Relief Committee (TANDREC) with the main task of overseeing and coordinating the activities of the Government designed to secure the effective prevention of disasters and the preparedness and operation of affairs in the event of a disaster. Article 7 provides for the establishment of the Disaster Relief Coordination Department at the Prime Minister's Office, the executive organ of the Committee with the following main tasks (i) coordinate all disaster relief operations and preparedness measures; (ii) coordinate all research to advise the Committee on measures necessary for disaster prevention; (iii) carry out the dissemination of information concerning disaster operations, preparedness and prevention; (iv) secure the execution of any decisions of Government arising from the advice or recommendations of the Committee; (v) recommend for establishment by the Committee the scope of the disaster prevention plans; (vi) review regularly and coordinate the different disaster prevention measures; (vii) manage current data on disaster prevention measures; (viii) promote awareness and understanding among the public of disaster prevention activities and measures; (ix) advise the Committee on matters concerning the making of legislation for the better management of the disaster relief operations. Article 14 provides for the declaration of disaster area, while article 15 regards the operation in that area.
