The Act shall come into operation on the date proclaimed by the President.
Abstract

This Act provides a framework for response to natural or human-caused disasters as defined in section 1. Section 2 defines the application sphere of the Act. The Minister must establish a National Disaster Management Advisory Forum under section 5 and shall prescribe a national disaster management framework under section 6. The national disaster management framework must provide a coherent, transparent and inclusive policy on disaster management appropriate for the Republic. A National Disaster Management Centre is established under section 8. The objective of the National Centre is to promote an integrated and co-ordinated system of disaster management. Functions of the Centre are set out in sections 9 to 24. Sections 25 to 28 concern further management of disasters and declaration of disasters by the Minister. Other provisions of this Act concern provincial disaster management, prevention and mitigation, municipal disaster management, funding of post-disaster recovery and rehabilitation and miscellaneous matters.
