The Act provides for the appointment of a Delta Commissioner who shall respond to the Minister of Infrastructure and the Environment. The Act also creates the Delta Fund and establishes the Delta Programme. The Programme shall contain, among other things, measures for the protection and improvement of (the chemical and ecological quality of) water systems and measures to prevent floods and water shortages.
