The Decree indicates competent authorities for each of the transport sectors, i.e. transport on land, transport by sea and transport by air. These authorities shall decide on approval of transportation in accordance with rules and principles set out in the Act and this Decree. The authorities shall also have regard to the annex to the ADR, the RID, the IMDG-code, the ICAO-Technical Instructions and Council Directive 94/55/EC of 21 November 1994 on the approximation of the laws of the Member States with regard to the transport of dangerous goods by road and Council Directive 96/49/EC on the approximation of the laws of the Member States with regard to the transport of dangerous goods by rail.
