Abstract

This Decree applies to the transport of dangerous goods by road when the transport starts, takes place and ends in Finland. If the transport of dangerous goods starts, takes place or ends elsewhere than in Finland, the transport of dangerous goods by road in Finland is governed either by this Decree or by the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR). Dangerous goods shall be classified into the transport classes defined in article 5. The Decree further defines obligations of parties involved in transport of dangerous goods by rail, such as carrier, loader, consignee, fillers, packers, etc, provides for packing, transport and vehicle approval.
