If the transport of dangerous goods starts or ends elsewhere than in Finland, the transport of dangerous goods by rail in Finland is governed by this Decree as well as the decrees of the Ministry of Transport and Communications or the international agreements and Conventions referred to in section 4. Dangerous goods shall be classified into the transport classes defined in article 5. The Decree further defines obligations of parties involved in transport of dangerous goods by rail, such as carrier, loader, consignee, fillers, packers, etc, provides for packing and transport and supervision.
