Abstract Fertilizing substances listed in Annex I may be imported and placed upon the market in Finland provided that the criteria set out in the Annex are met. An application for a fertilizing substance to be included in the list shall be made to the Plant Production Control Centre. The application form shall conform to the indications set out in Annex 2. Section 3 provides additional requirements for fertilizers used for agricultural use which shall contain a maximum of 50 mg. of cadmium per kilo of phosphor. Other fertilizers shall contain a maximum of 3 mg. of cadmium per kilo of dry product. Section 4 specifies criteria for nitrogen content of ammonium nitrate fertilizer. Section 5 concerns the quality of by-products, whereas sections 6 and 7 deal with packaging and labelling.
