Abstract This Decree, based on the provisions of the Croatian Law on climate change and ozone layer protection, regulates the manner of trading in greenhouse gas emissions and activities for which the obligation to obtain a permit for greenhouse gas emissions is mandatory, including aviation activities and gases for which the obligation to monitor emissions are already established, obligations of plant operators and aircraft operators, monitoring and reporting on emissions, the method of submitting data to the competent bodies of the European Union and the conditions of use of units resulting from the implementation of flexible mechanisms. This text also transposes certain legal acts of the European Union into the national legislation (article 2).
