Chapter 1 contains general provisions. Article 1 concerns cooperation between environmental authorities and the forestry authorities on formulation of principles for the management and use of commercial forests within protected areas. Article 2 concerns monitoring of naturally occurring species and natural habitat types. A nature conservation information system shall be maintained specified conservation areas (art. 3). Chapter 3 provides for nature conservation programs. Chapter 3 concerns the acquisition and administration of nature reserves. The Forest and Park Service and the Finnish Forest Research Institute are authorized to appoint a council to oversee matters related to the management and use of national parks (art. 8). Chapter 4 contains provisions relating to natural habitat types and landscape conservation areas Chapter 5 provides for the protection of animal and plant species. Fish species within the scope of application of the Nature Conservation Act, as referred to in section 37 of said Act, are listed in Schedule 1 to this Decree; protected animal species (section 38 of the Act) are listed in Schedule 2 to this Decree; protected plant species (section 42 of the Act) are listed in Schedule 3, endangered species (section 46 of the Act) are listed in Schedule 4, whereas species occurring in Finland listed in annex IV (a) of the Habitats Directive are listed in Schedule 5.
