Abstract This Decree approves the Regulation on standards relating to: a) security of radioactive material for peaceful purposes in regime of possession, use, storage, transfer, as well as associated activities and facilities; and b) prevention, detection and response to unauthorized or malicious acts involving radioactive material or installation, with a view to protecting people, property and the environment from the harmful consequences of a nuclear event. In particular, this Regulation applies to: a) carrying out an activity that involves the peaceful use of radioactive material of Categories 1, 2 and 3, while in possession, use, storage, transfer, transit, transport, import and export; and b) activities and facilities associated with radioactive material of Categories 1, 2 and 3. The following activities are excluded from the scope of this Regulation: a) nuclear fuel cycle; and b) radioactive sources within the scope of the military or defense programme. Licence holders must cooperate and allow access to the facilities, activities and registration of radiological protection and safety, to inspectors of the Regulatory Authority, in accordance with article 19 of Law No. 8/2017 of 21 July.
