Abstract The purpose of this Decree is to ensure safe navigation, to prevent environmental pollution caused by vessels, and to control conditions of life and work of the crew in compliance with international agreements listed in point 1 of Article 1. This Decree shall not apply to fishing vessels, warships, vessels of primitive timber structure, non commercial servicing vessels and recreational vessels. The competent authority for inspection is the Central Inspectorate for Transport. This Decree contains detailed rules regarding inspection, sanctions and costs of proceedings. The Annexes contain criteria of selection of vessels to be controlled, documents to be controlled, well-founded reasons justifying deeper inspection, criteria for the prohibition of navigation of vessels, rules on the publication of the prohibition of navigation and offences committed.
