Abstract This Decree regulates the hatching of roe and the production of fish other than salmon, rainbow trout, trout in salt water. "Salt water" shall be considered water with an amount of salt of 0.5 on one thousand parts of water or higher. No one shall construct, install, expand, hold a majority stake in, operate, etc. a fish farming enterprise without a permission of the Director of Fisheries. Section 3 regulates the procedures of application for permits and section 4 specifies reasons for refusal of a permit. The applicant shall submit an investment plan (sect. 5). Permits may be given under this Decree for a production capacity not exceeding 1 million of fish a year.
