Abstract This Decree establishes composition, structure and competence of the National Council for the Promotion of Racial Equality (CNPIR), a body of advisory nature under the Ministry of Racial Equality. It aims to propose, at the national level, policies to promote racial equality, with a focus on the black population and on other ethnic segments of the Brazilian population, with the objective of combating racism, prejudice and racial discrimination and reducing racial inequalities, including economic, financial, social, political and cultural aspects.
