The Decree provides that the State Pollution Control Agency shall have the power to take those measures in accordance with EC legislation that are not of the competence of the EEA Committee. The Agency may grant exemptions from this Decree in exceptional circumstances and not contrary to international obligations of Norway. Appeal against decisions of the Agency can be had with the Department of the Environment. The Decree also specifies how offences shall be punished.
