Decree No. 42 of 1994 (VI. 28.) FM of the Ministry of Agriculture regarding the authorization of queen bee-keeping plants as well as the production and utilization of queen bees.

Abstract

The establishment and operation of queen bee-keeping plants requires a licence from the National Institute for Agricultural Quality Control and these shall operate in accordance with animal health regulations. Queen bees may be produced for breeding purposes only by recognized breeding organizations, by natural mating or by artificial insemination (art. 2). Applications for authorization should be presented within 30 April of the current year to the Institute. Contents of applications for licences are specififed in article 3(2) and (3). Article 4 specifies the conditions for licensing. Licences are for specified activities and valid for one year. Termination of operation, changes in conditions and activities should be reported within 30 days to the Institute. Upon changes in conditions regarding animal health, the competent animal health authority may restrict the offer and marketing of breeding animals. Inspection of bee colonies should be performed annually. Licences are withdrawn if the owner of the plant desires to terminate his activity or if the plant and the bee stock do not meet the requisites of this Decree. Article 5 deals with mating plants and with their licensing. A model application form is contained in annex 1. Article 8 provides for the certificate of origin of queen bees and annex 2 contains a model certificate of origin. Only acknowledged breeds may be used for queen bee production. Reproductive material should bear a certificate of origin and be registered. Queen bee-keeping plants should keep a journal, and artificial insemination centers and mating plants should keep a register. Facsimiles of journals to be kept by such plants and of the registers are provided in annexes 3 and 4. Supervision and registration of breeding data is performed by a specialized organization appointed by the Institute. The Institute publishes the list of licensed queen bee-keeping and mating plants.
