Abstract

This Decree provides for the enforcement of Decree-law No. 36 of 1970 and applies to planting, felling of vineyards and orchards, to the production, storage and marketing of must, wine and brandy. Terms used in this Decree are defined in Annex 1. Title II deals with viticulture and fruit production. Areas of production, varieties which can be planted, planting and felling, provisions regarding cultivation are regulated in articles 2-9. Hungary is divided into four wine production regions, divided into wine production areas, in turn divided into districts and wine production places. There are four categories of soil classification for viticulture purposes. Annex 3 determines varieties which can be used for planting and replacing of mass production vineyards. The planting and felling of grapevines and fruit-trees is subject to authorization. Title III deals with the production and treatment of must and wine which may only be produced from grapes in conformity with the relative provisions. Practices to be used in the production of must and wine are set forth in Annex 6. Clarifying methods (with yellow prussiate of potash), matching of different kinds of must and wine, increase of sugar content by adding concentrated must or wine or beet sugar or fortified must, production of liqueur-wine, of aerated, sparkling and bubbling wine and of champagne are regulated in articles 11-15. Marcwine production is regulated in art. 16. Article 17 deals with the bottling and marking of wines. Provisions regarding state control stamps are laid down in articles 18-21. Article 22 regards storage and registration. Title IV pertains to the production and treatment of brandy. Articles 24-26 deal with substances which can be used for brandy production, treatment of brandy, bottling and marking. Other provisions related to this matter are laid down separately. Title V provides for the marketing of must, wine and brandy. Articles 27-30 deal with marketing for public consumption and for re-processing. Marketing for export purposes and marketing of imported wine and brandy are regulated by articles 31-32. Title VI lays down provisions regarding closed wine production areas. Special provisions pertaining to closed wine production areas at the foot of the Tokaj hill are set forth in articles 38-43. Title VII provides for county-level specialized organs, the National Wine Controlling Stations, the Commercial Quality Controlling Institute and municipal special administration. Sanitary measures are comprised in articles 49-52. The principal Law was amended and completed by Decrees No. 9/1980, 32/1982, 11/1983, 30/1983, 7/1984, 9/1985, 13/1985, 11/1989 and 7/1990.
