Abstract

Regional Government, for the purpose of conservation of biodiversity on the territory of the Region, decrees to institute Regional Red Book, to validate the Regulation on Regional Red Book (in accordance with the Annex 1) and to validate the lists of mushrooms, lichens, moss species, vascular plants and animals recorded in Regional Red Book (in accordance with the Annex 2). Mushrooms, lichens, moss species, vascular plants and animals recorded in Regional Red Book are subject to special protection. Withdrawal of the aforesaid species from their natural habitat is permitted in exclusive cases in accordance with the modalities envisaged by the legislation of the Russian Federation and the Regional legislation. Regional Red book is the principal document that contains information regarding elaboration and carrying out arrangements for conservation and reproduction of endangered animal and plant species that require special protection on the regional territory. The Regulation consists of IX Sections. Section I lays down the general provisions. Section II establishes the structure of Regional Red Book. Section III regards keeping Regional Red Book. Section IV regards data collection and reporting as regards rare and endangered animal, plant and mushroom species. Section V establishes the modalities of recording of plant and animal species in Regional Red Book, their cancellation from it and modification of their category status. Section VI concerns publication and distribution of Regional Red Book. Section VII establishes the modalities of hunting of endangered animal species and collection of endangered plants and mushrooms recorded in Regional Red Book. Section VIII deals with protection and stock enhancement of endangered animal, plant and mushroom species recorded in Regional Red Book. Section IX establishes the modalities of amendments and addenda to the Regulation on Regional Red Book.
