Abstract This Decree is composed of three chapters: Chapter I contains General Provisions, Chapter II provides rules for the environmental assessment procedure, Chapter III sets forth miscellaneous and final provisions. This Decree shall apply to plans and programmes listed in article 43, paragraphs 4-5, of the Basic Act and the assessment of effects on the environment is always mandatory for plans and programmes listed in Annex 1 of this Decree.
