Abstract The Decree provides for the following matters in respect of fishing for haddock north of the 62nd parallel: a general prohibition to fishing for haddock north of 62°is laid down in article 1. Total quotas, maximum quotas and fishing of quotas allocated to other States are prescribed by subsequent sections. The total quota is set at 26.381 tons divided as follows: 3.297 tons of haddock for vessels of a total length under 10 metres, 10.236 tons of haddock for vessels of a total length under 15 metres and 12.848 tons for vessels of a total length of not more than 28 metres. Specified quotas shall be fished only in specified periods. Vessels shall be registered and the owner and captain of the vessel shall be included in the Fishermen's Census. The individual quota varies from 6 to 40 tons depending upon the length of the vessel, however, this may be changed by the Director of Fisheries. The total quota established by section 1 does not apply to fishing by foreign vessels. Apart from catch quotas established by the present Decree, article 8 allows for fishing 25 percent to 50 percent of haddock as bycatch.
