Abstract This Decree prescribes the criteria for participation in fishing for mackerel by “coastal fishing vessels” of less than 13 meters of total length fishing with seine (Chapter I) or fishing with vessels of more than 13 meters of total length but less than 21.35 metres (Chapter II). Vessels and owners of vessels shall be registered and vessels shall have participated in fishing for mackerel in previous years. Rights granted under Chapter I cannot be transferred. Vessels shall be approved by the regional offices of the Directorate of Fisheries. Conditions for transfer of rights in case of sale of the vessel are specified in article Chapter III.
