This Decree enters into force on the day after its publication.
Abstract

This Regulatory Decree, consisting of 28 articles divided into four Chapters, establishes the criteria for the classification and reclassification of the soil, as well as the criteria for the qualification and the categories of rustic soil and urban soil according to the main use, applicable to the entire national territory. The aforementioned criteria apply to the procedures for the elaboration, amendment and revision of territorial plans of inter-municipal and municipal scope. The referred criteria are developed at the regional level by the regional programmes, according to their material scope under the terms of the legal regime of territorial management instruments. The land use regime is established in the territorial plans of inter-municipal and municipal scope through the classification and qualification of the soil, according to the territorial expression of the local development strategy, the strategic framework defined in the regional programme and the legislation regarding the territorial planning and urbanism.
