This Decree enters into force on the day of its publication.
Abstract

This Decree creates the Partnership Management System (Sigpar) with a view to organizing the activities of planning, coordination, guidance and management of partnerships for the implementation of public policies in a decentralized manner, within the scope of the bodies and entities of the federal public administration. Sigpar covers the bodies and entities of the direct Federal administration and the dependent state companies responsible for planning, formalizing, celebrating, monitoring and evaluating related partnerships. Sigpar comprises the following forms of partnerships that involve mutual collaboration and public and mutual interest: I - transfer of financial resources; II - decentralization of budget credits; III - acquisition and donation of material goods or services; IV - execution of funds arising from tax waiver; and V - cooperation free of charge, without transferring Union resources or assets. Sigpar has the following purposes: I - carry out the central coordination of partnerships; II - improve the management of partnership models; III – facilitate, including through technological platforms, the execution of federal plans, programs and projects aimed at public policies made possible by partnerships; IV - promote actions aimed at transparency and traceability of the application of partnership resources for the implementation of public policies; and V - support planning, governance and control activities related to partnerships.
